a web browser for testing scripts locally, not for internet access ?

Imagine being able to run a mod-wsgi script
in a web browser that isn't firefox, or chrome, etc..

your mind no longer feels like it is owned by Google Inc.
which means if you are working on something that might be
competition to google inc.. you do not feel like a "traitor".
i usually test python scripts using mod-wsgi on localhost
using firefox.
but perhaps there is something out there that can make it feel
more linux alike. perhaps it can make the experience feel like
it's a "linux application" rather than a "web browser" without giving
up on web capabilities of course in terms of basics.
this way i can launch scripts without thinking i am opening a
web browser.
or a web browser that is owned by google which controls the internet.
etc.
is there such a web browser?
i mean the whole css3, html5, these things are considered "public domain"
aren't they ?
so why isn't there a web browser that can load these things up
and be a "free open source web browser" ?
